(Sponsor introductory remarks on measure: CR S1056) Senate Sen. Padilla, Alex [D-CA] CA D P000145 1 Save Our Sequoias ActThis bill provides for the conservation of giant sequoia trees (Sequoiadendron giganteum) in California.Specifically, it provides statutory authority for the Giant Sequoia Lands Coalition and outlines the coalition's duties. The coalition must submit a Giant Sequoia Health and Resiliency Assessment and annually update it. The information from the assessment must be made available so the information can be integrated into certain other plans. The coalition must also create and maintain a website that contains the assessment, educational materials, searchable information about individual giant sequoia groves, and a searchable database to track the status and costs of reforestation and rehabilitation activities. Finally, the coalition must also have an annual public meeting. In addition, the bill declares an emergency on certain public lands and allows officials to carry out protection plans during the emergency to respond to the threat of wildfires, insects, and drought. The emergency expires after seven years. The Department of the Interior must develop and implement a Giant Sequoia Reforestation and Rehabilitation Strategy. Interior and the Forest Service must develop and implement a strategy for monitoring insects in giant sequoia groves with a high-risk or previous history of insect infestations. They must also enter into public-private partnerships to deploy technology to assist in monitoring infestations. Finally, the bill establishes a variety of programs and funds to support the conservation of giant sequoias. 2026-04-17T12:41:54Z

Rounds, Mike [R-SD] SD R R000605 6 Farmers Freedom Act of 2025This bill excludes certain prior converted cropland from permit requirements under the Clean Water Act, including Section 404 permits for discharges of dredged materials into waters of the United States (WOTUS). The exclusion applies to areas that were converted to cropland prior to December 23, 1985. However, the bill does not exclude an area that has reverted to wetlands and has not been used for agricultural purposes in five years. In recent years, there has not been regulatory consistency about which cropland, such as cropland that has reverted to wetlands, is protected under the scope of the act as WOTUS. In 2020, the Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers issued the Navigable Waters Protection Rule that, among other provisions, defined prior converted cropland in order to specify which cropland is excluded from the scope of the act. However, the U.S. District Court for the District of Arizona vacated the rule in Pascua Yaqui Tribe v. EPA. In 2023, the EPA and the Army Corps of Engineers issued another rule that excluded prior converted cropland from the scope of the act, but they defined the exclusion more narrowly than the exclusion in the 2020 rule. Similar to the 2020 rule, this bill broadens the exclusion. The bill determines the scope of the exclusion by defining the term prior converted cropland in statute.  2026-03-02T20:19:53Z

119-s-544 119 s 544 Mining Regulatory Clarity Act Environmental Protection 2025-02-12 2026-02-11 Placed on Senate Legislative Calendar under General Orders. Calendar No. 334. Senate Sen. Cortez Masto, Catherine [D-NV] NV D C001113 4 Mining Regulatory Clarity ActThis bill allows mining operators to use federal lands for activities ancillary to mining, such as waste disposal, regardless of whether those lands contain mineral deposits valuable enough to be mined (mineral validity). It also establishes the Abandoned Hardrock Mine Fund. The bill addresses a 2022 decision in the U.S. Court of Appeals for the Ninth Circuit related to the Rosemont Copper Mine in Arizona (commonly known as the Rosemont decision, described further in CRS Report R48166). The court held that mining claims are only allowed where mineral validity has been established and that mill site claims are more appropriate means for establishing a mining waste disposal site under the Mining Act.The bill allows a mining operator to (1) locate and include within its plan of operations as many mill site claims (e.g., areas for waste rock disposal) as are reasonably necessary for its operations, and (2) use or occupy public land in accordance with an approved plan of operations.Additionally, the bill requires any revenue generated from fees for such mill site claims to be deposited into the Abandoned Hardrock Mine Fund. The Department of the Interior must use the fund for certain abandoned hardrock mine reclamation activities. 2026-02-25T12:03:22Z
