Authorizes additional appropriations for:  (1) National Technical Information Service activities; (2) the Office of Productivity, Technology, and Innovation; and (3) necessary salary adjustments. Directs the Secretary of Commerce to charge other agencies for services the Bureau perfoms at their request.
