States that the appropriate level of total new budget authority is $451,550,000,000.   Sets forth the appropriate level of total budget outlays at $413,100,000,000.   Defines the amount of deficit in the budget which is appropriate in the light of economic conditions and all other relevant factors to be $50,600,000,000.   Sets the appropriate level of the public debt at $700,000,000,000.
