Requires the Administrator to: (1) provide criteria for selection for grants under the program; (2) submit to Congress a report evaluating the implementation of the program; (3) ensure that at least one grant is awarded to an eligible school in each state; (4) allocate at least 2% of the total annual amount made available to carry out this Act among Indian tribes; and (5) ensure geographical diversity among grant awardees and ensure that grant awardees reflect a variety of schools sizes.
