Terminates the Board as of a specified date. Title II:  Administration of the Department of Agriculture - Amends the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 1997 with respect to the Department of Agriculture personnel buyout authority to: (1) prohibit persons eligible for retirement from also receiving buyout payments; (2) require that buyout funds come only from salary and expense appropriations; and (3) end buyout authority as of March 31, 1997.
