Provides assistance in the forms of:  (1) technology development grants; (2) loans, guarantees, and equity investments; (3) financial support for venture capital firms (critical technology investment companies) that would invest in the development of critical civilian technologies; and (4) assistance to State technology development programs. Sets forth criminal provisions.
